Bring a lot of SMG ammo for this one. I would recommend softening up the defenses a bit before you go into the apartments, but don't kill everyone. They will make a good distraction later on. Once you clear a few of the enemy, start going into the apartments to take care of the jurors.
After you've take out three or four of them, you are suddenly going to get a five star wanted level from the police. Oops. This is where it is good if you've left a few Rollerz around, as they can occupy the police while you go after the rest of the jurors.
Finish off the rest of the jurors and you gain a new territory.
