Bring a good amount of ammo for your favorite weapon, something like the SMG will do the trick. You need to get to the top of the loft. The problem is that there are a whole lot of Vice Kings between you and your goal.
The first bit is outside. I like to pretty much stay where I am and kill the Kings nearby, letting the rest come to me. If you get low on health, duck behind the fences and eat something. Once you've gotten their numbers down to a reasonable level, you can start to advance on the loft. Take out any stragglers on your way there.
When you get to the building, head upstairs. There are a few Kings in the upper room, so clear them out. You should then pick up the McManus lying on the ground. Once you are ready, step into the blue circle.
You now have to take out another 14 Vice Kings. Only this time, you can snipe them from above, which makes it a lot easier. Use the zoom function on the rifle (it's the left trigger) and pick them off one by one. Be careful, one of the later Vice Kings to show up is carrying an RPG, so you might want to make him a priority.
