You need a good strong car for this one, so have something lined up before you start. When you begin, get in the car with your partner and head for the first group. Once you get there, give them a few rounds from your SMG. Now you just have to lead them back to the police. The only real tricky bit is that you can't kill them and they will be shooting at you the entire time, which is hard on your car.
You have to do this three times, and each time you have more Vice King notoriety. I found that the last one can be a bit tricky to get started, as the driver tends to glitch out on the wall. Eventually they will get in their cars, but it may take a while.
In any event, once you get all three groups back to the police, you win another territory for the Saints. The Vice Kings are down to just one last neighborhood, Adapt Way.
