Alright, first we need to get a couple of stars worth of police notoriety. Get yourself plenty of ammo and start shooting people, preferably the police, in order to get that wanted level up.
Once you have two stars, a news van will show up, and Johnny will start suggesting little mini missions that will make the Vice Kings look bad. Just follow whatever he says, it's nothing all that difficult. Kill a couple of shopkeepers first. Then you will be knocking over some artwork. You have to take a jump to hit the pins, so get a decent car. A Five-O will work as long as you have a good running start at the ramp.
The hardest part is that your wanted level will keep rising, and once it hits four stars, it gets a bit difficult to get to where you need to go without the cops pushing your car all over the place. Do the best you can, and make sure to revive Johnny if he should go down.
Once you get in the bulldozer, this becomes a lot easier. Don't worry, Johnny will follow you in a backhoe. The cops can't do too much to you in the dozer, so as long as you don't stop and let one of them bust you, you should have pretty minimal problems taking down the statue.
