The city of Stilwater (where Saints Row takes place) is broken up into two islands, each with a number of districts. Each district has between one and four neighborhoods. When you start the game, only one district is lit up (the Saints Row District), with all the others being grayed out. But there is nothing magical about opening up other neighborhoods. You just have to enter them and they will light up on your map.

I'm going to describe the neighborhoods as they appear (in terms of icons) when you first light them up. Other icons will appear in them as you play through the game. The only icons to appear at the beginning of the game will be shop icons, so I'll go over those here.

F1. Saints Row District

When the game starts, this is the only district on the map that is lit up. The district consists of three neighborhoods: Mission Beach, Athos Bay, and Harrowgate.

1a. Mission Beach

Situated on the northeastern end of the southern island, Mission Beach is where you begin the game. The area is dominated by red brick three story apartment buildings. Its primary feature is the Saints Row Church, towards the south side of the neighborhood. As far as shops goes, there's a Brown Baggers Liquor store near the church, a Forgive and Forget Confessional on the east side, and a Freckle Bitch's Fast Food just a bit north of that. This neighborhood is controlled by Saints Row.

1b. Athos Bay 

Athos Bay is a small neighborhood just south of Mission Beach. It mainly consists of high rise apartment buildings and some strip-mall type stores. There are no shop icons in this neighborhood. It is initially controlled by Los Carnales. It is rumored that some of the abandoned stores found here are housing more than just the rats.

1c. Harrowgate

Harrowgate, west of Mission Beach, is controlled by the Westside Rollerz. Again, this neighborhood is mainly residential, consisting of multi-story apartment buildings. It has a Sloppy Seconds Clothing Store, an Image as Designed Plastic Surgeon, a Rim Jobs Car Mechanic, and a Friendly Fire Weapon shop. In addition, Harrowgate contains a Stilwater Transit Depot station. Harrowgate also has a large shipping and receiving station on the shoreline.

2. Factories District

The Factories District lies to the south of Saints Row. There are four neighborhoods in the Factories District: Fox Drive, Pilsen, The Mills, and Black Bottom, all of them controlled by Los Carneles. There isn't a whole lot in this district (in fact, there is not a single shop to be found in this district). As the name implies, it is a blue collar area dominated by warehouses and factories. As such, I'm going to keep these descriptions short, since they are all basically the same.

2a. Fox Drive

If you head south across the bridge from Athos Bay, you will enter Fox Drive. Controlled by Los Carnales, there's not a lot here. It is dominated by what appears to be an abandoned factory and freight yard. Fox Drive is, apparently, the road running east to west.

2b. Pilsen

Pilsen is to the east of Fox Drive. Also controlled by Los Carnales, there are no shops in this neighborhood. Pilson is basically a warehouse neighborhood.

2c. The Mills

More factories sitting just west of Fox Drive. Like the other neighborhoods in this district, it is controlled by Los Carnales.

2d. Black Bottom

Black Bottom, south of the Mills, is the largest of the Factory District neighborhoods, and is probably the nicest of the bunch, with grass park-like areas on the southwestern end. The eastern side has the big behemoth factories of the district. This neighborhood is controlled by Los Carnales.

3. Docks & Warehouses District 

This district covers the southeastern side of the southern island, and has three neighborhoods: Stoughton, Poseidon Alley, and Charlestown. This is a very blue collar neighborhood, and you will find lots of dock workers wandering around through it.

3a. Stoughton

Stoughton is where you will find some of the actual docks in the district's name. South of Pilsen in the Factories District, Stoughton has a Rim Jobs Car Mechanic and a Rusty's Needle Tattoo Parlor. It also has the Docks Station Stilwater Transit Depot station.

3b. Poseidon Alley

The primary feature of Poseidon Alley are the three docks on the south side of the neighborhood. As with the other neighborhoods in this district, it is controlled by Los Carnales. There is a Friendly Fire shop on the western side of this neighborhood.

3c. Charlestown

Charlestown contains a lot of wharf and storage buildings in support of the docks to the south. Here you will find a Forgive and Forget Confessional and a Brown Baggers Liquor store. This neighborhood is controlled by Los Carnales.

4. Airport District 

There is only one neighborhood in the Airport District, which is named, appropriately enough, Wardill Airport.

4a. Wardill Airport

The Wardill Airport neighborhood is where, of course, you will find the airport, which is the dominant feature of this area. There is also the Hapton hotel and the Turbulence strip club. This neighborhood is controlled by Los Carnales and contains an On Thin Ice Jewelry shop.

5. Barrio District

The Barrio District, lying to the southwest side of the map, has four neighborhoods, Cecil Park, Encanto, Ezpata, and Southern Cross. All four neighborhoods are initially controlled by Los Carnales. These neighborhoods are, for the most part, dominated by high-rise apartment buildings, with a scattering of small shops here and there.

5a. Cecil Park

This neighborhood has a large number of shops and high rise apartment buildings. There is a fairly large strip mall along the eastern side of the neighborhood. There is an Image As Designed plastic surgeon, a Scratch That music store, and a Rim Jobs Mechanic shop in this neighborhood. Los Carnales controls this neighborhood.

5b. Encanto 

Encanto, like Cecil Park, consists almost entirely of shops and multi-story apartment complexes. Surprisingly, despite there being a ton of small stores, there are none here than you can enter. Los Carnales controls this neighborhood.

F5c. Ezpata

The western side of Ezpata consists of large expensive homes and a mansion. The eastern side of the neighborhood has various small shops and apartment buildings. There is a Sloppy Seconds in this neighborhood, which is controlled by Los Carnales. You can also find the Barrio Transit Depot Station here.

5d. Southern Cross 

Southern Cross is a very small neighborhood just to the north of Encanto and Ezpata. It has a Sloppy Seconds Clothing store and a Do It Up Hair Salon. It is controlled by Los Carnales. Here you will find the On Track dance club. The neighborhood has a large and rather official looking red building on its northern side, but I'm not sure what it is supposed to be, a library perhaps?

6. Apartments District

This district is on the western side of the southern island. It contains only a single neighborhood, Sommerset.

6a. Sommerset

As you might expect from the district name, Sommerset is mainly a residential neighborhood with lots of apartment buildings. There is a veritable cornucopia of shops in this neighborhood, including a Scratch That Music shop, a Forgive And Forget Confessional, a Friendly Fire Weapons shop, a Do It Up Hair Salon, a Freckle Bitch's, and a Brown Baggers Liquor store. This neighborhood is initially controlled by the West Side Rollerz.

7. Chinatown District 

Chinatown has only one neighborhood (called Chinatown), but it's a rather large one. The district sits on the southwestern side of the southern island.

7a. Chinatown

Chinatown has, as you might expect, a lot of Chinese-style buildings, although there are plenty of normal style buildings here as well, decorated with red banners. There is a good size Chinese Restaurant here that you will be visiting during the course of the game. You will also find a Rim Jobs mechanic, an On Thin Ice Jewelry store, and a Rusty's Needle Tattoo Parlor in this neighborhood. The area is controlled by the West Side Rollerz.

8. Red Light District

The Red Light District, as you might expect, is where you will find most of the strip clubs and adult book stores in Stilwater. The entire district is initially controlled by the Vice Kings (which, given their name, is probably not all that surprising). The district consists of Prawn Court, Rebadeaux, and Bavogian Plaza.

8a. Prawn Court

Prawn Court is pretty much made up entirely of run down apartment buildings. There are no shops in this neighborhood, which is controlled by the Vice Kings.

8b. Rebadeaux

Rebadeaux is a rather small neighborhood just west of Harrowgate which contains plenty of hotels and adult video stores. On its southeastern side is the Peep This Theater, with an On The Rag Clothing just to the west. You can also find a Rusty's Needle Tattoo Parlor in this neighborhood. The Vice Kings control this territory.

8c. Bavogian Plaza 

Bavogian Plaza is much like Rebadeaux in that it mostly contains strip clubs and hotels. You will find the TeeNay strip bar in this neighborhood, as well as a Brown Baggers Liquor store. This neighborhood is controlled by the Vice Kings.

9. Projects District

The Projects District is controlled by the Vice Kings, and sits in between Saints Row and the Arena Districts. It contains Shivington and Sunnyvale Gardens.

9a. Shivington 

Shivington is probably the neighborhood in the worst shape in this district. Consisting mainly of apartment buildings, many of them abandoned and boarded up (some of them crumbling), it is controlled by the Vice Kings. The only shop to be found here is a Brown Baggers Liquor Store. There is also, of all things, an abandoned police station here. You know your neighborhood is in trouble when the police abandon it!

9b. Sunnyvale Gardens 

Sunnyvale Gardens is in a bit better condition than its sister neighborhood of Shivington. It is a residential neighborhood with high rise apartment buildings. This neighborhood is controlled by the Vice Kings, and contains a Sloppy Seconds Clothing Store.

10. Arena District

The Arena District is located on the far western side of the southern island. It is named after the Ultor Dome which is its dominant feature. In addition to the Ultor Dome neighborhood, Pleasant View is also contained within this district.

10a. Pleasant View

Pleasant View is a relatively small neighborhood just south of Ultor Dome, and contains mostly a bunch of nondescript multi-story brick buildings. It is controlled by the West Side Rollerz. You will find The Big Picture Theater here, as well as an On The Rag Clothing store. The Arena Station Stilwater Transit Depot can be found in this neighborhood. There is a large storage facility here as well.

10b. Ultor Dome

The primary feature of Ultor Dome is, of course, the dome, which takes up the majority of the landscape in this neighborhood. Just east of the dome are a few bars and shops, while to the west is a long cement canal with a power station at its northern end. The neighborhood is controlled by the West Side Rollerz, and contains a Foreign Powers dealership and a Rim Jobs car mechanic.

11. Truckyard District

There is only one neighborhood in the Truckyard District (just west of the Saints Row District and south of the Red Light District), and that is Copperton.

11a. Copperton

Copperton is initially controlled by the West Side Rollerz. As you might expect from the district name, it is a blue collar area that has a lot of storage areas and receiving stations for semi trucks. There is a Brown Baggers Liquor store and a Rim Jobs Mechanic in this neighborhood.

12. Downtown District

The Downtown District is what gives Stilwater its impressive skyline. The district covers the southern end of the northern island, and consists of Filmore, Union Suare, Adept Way, and Brighton.

12a. Filmore

There are a lot of high rise buildings in this neighborhood, though they appear to be more residential than business (unlike the other neighborhoods in this district. Here you will find a Branded Clothing shop and a Rusty's Tattoo Parlor. This neighborhood is controlled by the Vice Kings.

12b. Union Square

Union Square consists almost entirely of high rise buildings. The neighborhood is controlled by the Vice Kings, and contains an Image As Designed Plastic Surgeon. It also has the Business District Station Stilwater Transit Depot. You will also find Kingdom Come Records in this neighborhood.

F12c. Adept Way 

There's not much to Adept Way other than a few high rise buildings. You will find the Stilwater Memorial Hospital here (where you might end up after being smoked). Controlled by the Vice Kings, this small neighborhood does not contain any usable shops.

12d. Brighton

Brighton is on the southeastern side of the northern island, and is controlled by the Vice Kings. You will find a couple of governmental looking buildings, a number of highrises, and the Stilwater Police Station. There is also a Scratch That Music shop and a Friendly Fire Weapon shop here. Finally, you will find the Downtown Station Stilwater Transit Depot here.

13. Suburbs District

The Suburbs District is one of the few places in the game where you will find traditional single family style homes, and these are pretty high end houses. The district consists of Tidal Springs and Misty Lane.

13a. Tidal Springs

Tidal Springs contains a lot of apartment complexes in addition to a few single family homes on its eastern side. The neighborhood is controlled by the West Side Rollerz and contains a large number of shops. You will find a Freckle Bitch's, two Rim Job Mechanic (one on the east side and one on the west side of the neighborhood), an On Thin Ice Jewelry shop, a Forgive And Forget Confessional, an On The Rag clothing shop, and a Friendly Fire Weapons shop.

F13b. Misty Lane

Misty Lane is controlled by the West Size Rollerz. This is almost entirely a residential neighborhood. You will also find a Foreign Powers Car dealership and a Scratch That music shop here. In addition, you will find the Glitz dance club on the southwestern side of the neighborhood and the Technically Legal strip club on the southern end.

13c. Huntersfield

Huntersfield is under the control of the Vice Kings, and contains mainly high rise hotels and apartment buildings. In this neighborhood you will find an Image As Designed Plastic Surgeon and a Brown Baggers Liquor Store.

14. Museum District

The Museum District covers the eastern part of the northern island. It is an immense district belonging to the Vice Kings. Despite its size, there are only two neighborhoods in the district, Amberbrook and Humbolt Park.

14a. Amberbrook

Amberbrook is a rather large neighborhood sitting on the eastern side of the northern island. It is controlled by the Vice Kings. There are some shipping and receiving stations on the eastern side of this neighborhood, but for the most part it is dominated by a large building, what I think is City Hall. There is a Forgive And Forget Confessional and a Freckle Bitch's fast food restaurant to be found here.

14b. Humbolt Park

This neighborhood, controlled by the Vice Kings, is dominated by the actual museum that gives the district its name. In addition to the museum, you will also find a Max Visions movie theater, a Foreign Powers Car dealership, a Brown Baggers Liquor store, and the Museum Station Stilwater Transit Depot.

15. High End Retail District

The High End Retail District, sitting on the northern side of the northern island, actually consists of two neighborhoods, Nob Hill (which has the actual retail shops), and Atlantis Avenue (which is a residential neighborhood).

15a. Nob Hill

Nob Hill contains a lot of upper end retail stores. If you shop here you will be spending quite a bit of money. It is controlled by the Vice Kings. In this neighborhood you will find a Shear Intensity Hair Salon, an Impressions clothing, and an On Thin Ice Jewelry store. Nob Hill also has a bar and dance club called Stocks.

15b Atlantis Avenue     

Atlantis Avenue is a residential neighborhood with a number of expensive Hotels and high rise apartment buildings. The neighborhood is controlled by the Vice Kings and is too small to contain any usable shops.
