This is not an activity at all, but for some reason it does appear on the activity list. You won't get any increase to your percentage completion for Loan Shark, and there isn't really anything to do here. You can borrow money from these guys and pay it back at this location. The money is interest free, so it's a pretty good deal if you happen to be a bit short. However, if you don't pay them back on time, they are going to start sending goons after you on a pretty regular basis. Note that there is an Achievement associated with this (Jump the Shark) activity, and it's a good way to get Air Traffic Controller as well (since they will eventually start sending choppers after you).
